The Institute for Sustainable Development and International Relations says the European Union risked missing its climate goals for the coming decades unless it strenghens pollution-reduction policies. Even though progress has been made in terms of cutting carbon emissions and improving energy efficiency, the target of cutting emissions by at least 40 percent by the end of 2020 and by 80 percent by 2050 compared to 1990 is about to be missed. Now it is up to the policy makers to adopt strict laws. The influence of incidences such as the financial crisis on climate issues has been too strong. Rules to cut transport emissions and help to expand clean-fuel cars are necessarily needed. Especially financing of energy-efficiency and fuel switching have to be strengthened.
