This is how we define a Smart City:
English Version:
‘A Smart City is a nearly decarbonized, sustainable city where people act in a generalizable manner and in which urban development focuses on improving the quality of life of all city dwellers (humans and animals) and on protecting the climate and the natural environment. While strengthening its identity, the urban community strives for diversity, social cohesion and comprehensive resilience. The city is governed by an integrated municipal administration whose activities are guided by the concept of urban governance. To achieve these goals, the community implements appropriate infrastructures, interoperable technologies, the interconnection of systems, and digitization very thoughtfully without ever putting itself at the mercy of technical innovations’.

Based on this definition, it is hardly possible to attain the status of a smart city. The term is therefore generally used to describe the pursuit of continuous improvement regarding the stated objectives, which also characterizes the ongoing urban development process.

„Eine Smart City ist eine nahezu decarbonisierte Stadt, in der Nachhaltigkeit konsequent gelebt wird, in der die Handlungen der Stadtgemeinschaft verallgemeinerbar sind und in der die Lebensqualität aller Bewohner (Menschen und Tiere) sowie der Erhalt des Klimas und der lebendigen Umwelt, in den Mittelpunkt der Stadtentwicklung gestellt werden. Die eigene Identität festigend, strebt die Stadtgemeinschaft kontinuierlich nach lebendiger Vielfalt, sozialer Kohäsion und umfassender Resilienz, während sie durch eine integrierte Stadtverwaltung geführt wird, die nach den Prinzipien der Urban Governance arbeitet. Um diese Ziele zu erreichen, setzt die Stadtgemeinschaft geeignete Infrastrukturen, interoperable Techniken, die Vernetzung von Systemen sowie die Digitalisierung sehr bewusst ein, ohne sich technischen Innovationen jemals auszuliefern.“

Der Zustand der beschriebenen Smart City kann folglich nur schwerlich erreicht werden. Vielmehr steht die Verwendung des Begriffs, entsprechend der stetigen Entwicklung einer Stadt, für ein kontinuierliches Streben nach Verbesserung im Sinne der genannten Ziele.
