The Arctic is 20C degrees warmer than normal over most of the Arctic Ocean. It is a result of a combination of record-low sea-ice extent for this time of the year. More likely reasons are thin ice and warm and moist air from lower latitudes. The consequences are the sea ice that covers the Arctic Ocean does not grow and thickens as fast as it is supposed to at this time of the year. At the moment it is polar night and the Arctic is supposed to get super-cold. The extent of sea ice is at a record low.
