Researchers at the Harvard University have created a playbook for open data that helps officials balance the risks and benefits. The book includes best practices, examples of what has worked and has not worked so far and a checklist for new data projects. The playbook makes four substantial recommendations for technology officers in municipals governments about the handling of data:
- Find the balance between risk and value
- Consider privacy at each stage of the data lifecycle
- Develop a structure for privacy management
- Keep the public informed
