A playbook for open data by researchers at the Harvard University

Researchers at the Harvard University have created a playbook for open data that helps officials balance the risks and benefits. The book includes best practices, examples of what has worked and has not worked so far and a checklist for new data projects. The playbook makes four substantial recommendations for technology officers in municipals governments about the handling of data:

 

  1. Find the balance between risk and value
  2. Consider privacy at each stage of the data lifecycle
  3. Develop a structure for privacy management
  4. Keep the public informed
