Despite low turnouts of heads of state and top-end experts at Habitat III, which some see as a sign of low political commitment, there is a great belief by others that the goals of the New Urban Agenda will be implemented. The document terminates two years of international negotiations and will serve as a guidance on the implementation of the Sustainable Development Goals (SDGs) for cities worldwide.
