China is adressing the struggle to accommodate rapid urban migration to environmentally sensitive and low-lying areas with a its very ambitious sponge city initiative. This goal of this project is to implement permeable surfaces and green infrastructure to protect flood-prone parts of their cities.
With groundwater over-extraction, waterway degradation, and urban flooding being problems, the Chinese want 80 percent of urban space to absorb and reuse 70 percent of rainwater until 2020.
Problems to realize the initiative come in form of lack of expertise to coordinate such an undertaking, and, of course, financial constraints.
