Citizen participation plays the key role in running the city of Seoul. Sustainable development is based on the integration of citizens into planning. They play an integral role in making policies and implementing them. Moreover they are engaged in energy-saving and renewable energy generation. “One of my philosophies is that citizens are the mayor…” said Seoul’s mayor, Park Won-soon. The city’s successfull model of building a sustainable city has already been exported to 31 cities in 23 countries.
