Nokia commissioned a report that was conducted by Machina Research and that investigated 22 different municipal strategies of technological adoption for urban development. The report incorporated different areas where technology is applied, such as safety, education or infrastructure. It identified a number of key tools that promote the adoption of smart city technologies, among these being transparent regulations and policies concerning the usage of data, strong communication and information channels with citizens and a reorganization of funding to support technology-led development.
