San Jose has started a 18-month pilot program during which it plans to get downtown landlords to clean up their vacant storefronts. To achieve that, a registry of vacant buildings is created, and every three months, those buildings are inspected. Landlords who neglect their property will have to pay $202, a number that can triple in case of violation.
The financial burden vacant properties and blight have on neighboring properties is significant, and San Jose is trying to get rid of that burden.
