At the 1st European Conference on Connected and Automated Driving at the European Commission in Brussels, Volvo Cars CEO Håkan Samuelsson argued for sharing of traffic data from governments and the industry to improve road safety, especially with future cars driving by themselves. Volvo started to share their data with road administration authorities in Sweden and Norway in 2015, providing anonymous information about road friction through a cloud based network. Volvo technologies Slippery Road Alert and Hazard Light Alert transfer that information to other drivers and road administrators to provide safety and address the source of the problem respectively.

Samuelsson made clear that Volvo will be skipping Level 3 autonomy, in which the driver retains a level of responsibility to take over in emergencies, as they consider it a safety hazard. They will instead directly launch Level 4 cars in 2021, completely unsupervised on applicable roads.
