What are actually smart cities and what can Valencia learn from them?

Since European cities are significantly gaining in their populations, local governments are looking into ways to make the cities more efficient and to keep or improve living conditions. While some major European cities have therefore already adopted smart technologies, smaller cities, such as Valencia, are catching up now. The European Union is supporting these actions with funding but one might ask, what a “Smart City” is actually about?
