Data profiles to determine access to services in China?

The Chinese government rolled out a plan to create data profiles of all social and financial activity of Chinese citizens. Based on these information, people could be denied bank loans, access to education and other services. While tests are running at the moment, it is still unsure how to solve technical challenges, among others related to the great size of the Chinese population.
