EUROCITIES published a new study on the external cultural relations of 13 major European cities. One of the main findings are that cities are test-beds for a new way of engaging with external partners based on collaboration and cocreation. The focus on showcasing which is traditionally associated with cultural relations and cultural diplomacy has weakened. Advantageous are the cities’ sizes and status that make them important actors on the global stage, while their proximity to citizens allows their policies and actions to be responsive and innovative.
