New York City’s mayor Bill de Blasio, with support from environmentalist groups, such as the Natural Resources Defense Council and Environmental Defense Fund, has announced the introduction of a mandate on buildings to reduce their carbon emissions.

Building owners who do not comply will face fines as high as $2 million a year for a 1 million-square-foot building. Existing buildings over a certain size will be required to be upgrade heaters and boilers to be more energy-efficient, install olar panels and windows that reduce heat loss in the winter and heat gain in the summer.
