NYC created a Business Atlas, which bundles open data in a hub. Unlike other open data which had been available before, the NYC business atlas addresses a specific audience – entrepreneurs, especially small business owners. The business atlas can be seen as a mapping tool that unites business-related datasets to help entrepreneurs make informed decisions. Before, the data was rather fragmented and lacked as well context as tools to make them profitable to entrepreneurs. Therefore, to raise the value of open data, open datasets in themed releases were launched that make them more useful and navigable platform for users.
